Instructions
Preheat oven to 350°F (175°C). Line baking sheets with parchment paper.
Mix butter, sugar, flour, baking powder, and salt to form dough. Roll out to 1/4 inch thickness.
Cut into circles, bake for 12-15 minutes, then cool.
Melt caramels with milk and salt. Spread on cooled cookies, then dip tops in melted chocolate.
Let chocolate set, then serve.
Notes
For best results, use high-quality dark chocolate and fresh coconut.
