Instructions
Preheat oven to 350°F (175°C). Spray a 9x13 inch dish with nonstick spray.
Combine cooked beef, tomatoes, water, and seasonings in a saucepan. Simmer for 8-10 minutes.
Spread half of the sauce in the baking dish. Roll hot dogs in tortillas and place seam-side down on sauce.
Pour remaining sauce over hot dogs and top with cheese. Bake for 30-35 minutes until set.
Serve with preferred hotdog toppings like pickles, mustard, or onions.
